Who we are
The National Tax and Customs Administration of Hungary (NTCA) is a central budgetary body performing public administration and armed law enforcement duties under the direction and supervision of the Ministry for National Economy.
Its core activities include the collection of taxes, duties and customs charges, the enforcement of relevant legislation, the detection and reduction of tax fraud and economic crimes, and the sanctioning of violations. It provides information to businesses and private individuals on tax and customs regulations and offers assistance in their application.
In the PACK project, NTCA participates as a consortium partner through the customs, risk management and project management units of its Central Administration.
Why we joined PACK
The project provides an opportunity to introduce innovative tools and methodologies into customs control, reducing administrative burdens and waiting times at border crossings, while supporting faster inspection and improved tracking of consignments.
Our role in PACK
NTCA’s main responsibilities include providing professional expertise, operating the pilot activities, and preparing official positions, documents and analytical reports to support the project’s success and workflow.
How we collaborate
We engage in regular professional consultations with project partners (both in person and online), participate in operating the pilot, and jointly evaluate customs control processes. Additionally, we also consult and cooperate with our concerned departments when needed.

Customs professional area
Dr. Ákos MOLNÁR
In the PACK project, my main responsibilities include collecting case studies related to customs procedures, as well as organising personal meetings and on-site field visits. I also provide professional opinions on customs-related issues arising during the project and formulate expert recommendations. My work at the Customs Department of NTCA’s Central Administration is closely linked to the development of modern and efficient customs control practices, and my role in the project directly supports the organisation’s long-term strategic goals.
I consider it essential that practical experience and professional feedback are fully integrated into the development process.
Martin NÉMET
My primary role in the PACK project is to address all customs‑related questions and to explain the customs law and practical aspects of customs inspections. I also provide developers with a general overview of customs procedures to support effective collaboration. Additionally, I represent the project’s core customs interests and contribute to the development of innovative solutions. In my view, the PACK project represents a strong opportunity to enhance our existing customs control environment and to further develop our overall customs approaches.
Risk management area
Péter MOSONCZKI
In the PACK project, my role focuses on providing professional support for risk analysis and risk management embedded in customs and tax processes. My responsibilities include ensuring that risk management principles are consistently applied throughout the development process, as well as safeguarding the alignment between the development outcome of the PACK project and the existing so called „KOCKA2” risk management system. A key objective of my work is to maintain the professional and operational integrity of both systems, while supporting the effective integration of new solutions into the established customs and tax risk management environment. I am convinced that the PACK project represents a significant step forward in enhancing the risk management approach and improving the overall effectiveness of customs control processes.

Tímea DEBRI-RÉVÉSZ
As the Deputy-Head of the Public Procurement and Project Department of the NTCA, I currently manage the work of the project management field. I started my career as a customs officer, with subsequent customs procedures related to aircraft and customs goods arriving by air. Since 2002, I have participated in several European Union-funded projects as project manager/leader, and I try to support the successful implementation of the PACK project with my project experience.
Tamás FERENCSIK
I work as the Head of the Project Management Unit at the Public Procurement and Project Department of the Central Management of the NTCA. My main responsibility is the coordination of projects financed from EU and institutional funds. With 20 years of professional experience in customs administration, particularly in risk management, international customs-related projects and customs operations, as well as nearly 10 years of project management practice, I have contributed to the successful implementation of several EU-funded projects (KÖFOP, CCEI, CEF). As the leader of the PACK working group, my tasks include monitoring project workflows and planning and ensuring the necessary resources. At working group level, I coordinate the activities carried out by the relevant NTCA bodies and organisational units for the implementation of the programme, ensuring progress according to the project schedule. Through cooperation with consortium partners and by sharing my professional experience, I support the effective achievement of the project’s objectives.
Gábor JÓZSA
As a project specialist at the Public Procurement and Project Department, I participate in the preparation of applications, as well as in the planning and implementation of programmes financed from national and EU sources. My responsibilities include developing related schedules, cost plans, and resource plans. Within the PACK working group, my primary role is to monitor the project’s status and financial processes, oversee the utilisation and accounting of grant funding, and prepare the related reports. In my position as deputy working group leader, I support the operational activities of the working group leader.
Éva KRÁCZER
As an employee of the Public Procurement and Project Department within the Central Administration of the NTCA, working as a project officer, I take part in the preparation and implementation of applications for programmes financed from domestic and EU funds. In the PACK project, I work in an administrative role. My responsibilities include providing the administrative support for project management processes, as well as being responsible for NTCA’s external and internal communication related to the project. I also contribute to the implementation of dissemination activities.
