Who we are

The Romanian Customs Authority is the national customs authority responsible for enforcing customs legislation, securing the EU external border, combating illicit trade, and facilitating legitimate international trade.

Why we joined PACK

We joined PACK to strengthen international cooperation, improve operational capabilities in combating smuggling and cross-border crime, and contribute to the development of innovative customs enforcement solutions at European level.

Our role in PACK

Within PACK, the Romanian Customs Authority contributes with operational expertise, risk analysis capabilities, field experience, and coordination support related to customs controls and anti-smuggling activities.

We collaborate closely with project partners through information exchange, joint activities, operational coordination, workshops, and the sharing of best practices and technical expertise.

The Romanian Customs Authority contributes innovative approaches in the areas of risk analysis, targeting methodologies, and the integration of modern technologies for customs control and enforcement activities.

Through PACK, we aim to improve operational efficiency, strengthen inter-agency cooperation, and develop more effective tools and methodologies for detecting and preventing illicit activities.

PACK supports our long-term objective of modernizing customs operations, enhancing international cooperation, and building a more intelligence-driven and technology-oriented customs administration. 

Beyond PACK

In addition to PACK, the Romanian Customs Authority is involved in several European and international cooperation initiatives related to customs enforcement, risk management, border security, digitalization, and anti-smuggling operations.

Staff involved

Marin Alexandru

Within the PACK team, I serve as Project Manager, coordinating the implementation of project activities and ensuring the representation of the Romanian Customs Authority in relation to partners, coordinators, and all entities involved in the project. I coordinate the project team and oversee the implementation of activities, deliverables, and objectives established under the Grant Agreement, while continuously monitoring the project’s progress, compliance with deadlines, and the execution of related contracts. At the same time, I manage operational and administrative risks, coordinate the communication flow and project documentation, and contribute to identifying and implementing the necessary measures for the smooth development of project activities. Through my work, I support the development and implementation of modern and efficient solutions tailored to the operational needs and strategic objectives of the Romanian Customs Authority within the PACK Project.

Erikh Mihalache

Within the PACK Project, I serve as Technical and Operational Manager, coordinating and supporting the project’s technical and operational activities. I contribute to the integration, testing, and implementation of the solutions and equipment used within the project. I also provide support regarding customs-related aspects and the interpretation of specific legislation, offering technical teams and developers a clear perspective on customs procedures and controls. At the same time, I monitor project implementation, manage operational risks, and contribute to the development of efficient and innovative solutions.

Alexandra Drăghici

My role within the project is Human Resources Officer, and my main responsibility is to prepare the timesheets related to the PACK HORIZON EUROPE Project for the project team members, based on monthly activity reports, identify and report any deficiencies observed (within the limits of my responsibilities), and archive the working documentation. At the same time, as Human Resources Officer for the working group, I apply the monthly salary increase percentage corresponding to the activities carried out within the project by the team members and prepare the payment orders for their remuneration.

Cristina Mihaela Nicoară

Cristina-Mihaela Nicoară – Public Procurement Officer within the Project – responsible for preparing the documents necessary for initiating, conducting, and finalizing public procurement contract award procedures, as well as for preparing and archiving procurement files during the development and implementation phases of the Project. With over 20 years of professional experience in Business Law, specializing in public procurement, audit, and governance, and with extensive experience in implementing projects related to business administration, work process simplification, and digitalization, I joined the team to contribute to the successful achievement of the Project’s objectives.

Cosmin Drăgoi

Within the PACK Project, I serve as Technical Officer, actively participating in technical consultations regarding operational needs and supporting the identification of technological and operational requirements. I also assist in the integration and testing of equipment, while providing support regarding the relevant legislation and specific procedures necessary for the efficient implementation of the project solutions.
